Yaxley is exceedingly boring. He is a dull Ministry businessman who probably doesn't get out much, and his most exciting day-to-day achievements are arguing with colleagues over who owns what stationery implement, and attempting to undermine them when he feels ignored. In fact, I think it's safe to say that during his time with the Death Eaters, his reigning triumph was managing to successfully aggravate Snape in front of Voldemort, and be allowed to continue living without injury. You can indeed summarise it thusly:
"My Lord, may I just say that Snape is full of shit?"
"My Lord, I'd like to add that Yaxley needs to shut his fucking face, and that I know better than he does what's going on in my own damn school."
